The rule

Korean does not move anything to make a question. 시간이 있어요 is a statement and 시간이 있어요? is a question, and the only difference is that your voice rises. Answer with 네 or 아니요 — and note that 네 agrees with the question, so to "안 가요?" (aren’t you going?) 네 means "right, I am not going".

평서문 + ? (억양만 올려요)
