The rule
With worden you say something IS HAPPENING; with zijn that it is FINISHED. De deur wordt geverfd means the painter is at work. De deur is geverfd means it is dry. In the perfect a second participle appears: De brief is verstuurd, and with a time: De brief is gisteren verstuurd. Authorities use this form to report a completed step.

Uw bezwaar is op 3 mei ontvangen.
A completed step, so is.
De lekkage is inmiddels verholpen.
The result counts, not the work.
De containers zijn vanochtend geleegd.
Plural: zijn.
Het contract is nog niet getekend.
With niet before the participle.
Common mistakes

In the perfect worden disappears.
