The rule

From 200 to 900 the hundreds AGREE with the noun: doscientos euros but doscientas personas, quinientas páginas. cien is exactly 100; above it, ciento: ciento veinte. mil never takes un and does not go plural when counting: mil euros, dos mil euros. millón is a noun, so it goes plural and takes de before a noun: un millón de habitantes, tres millones de euros. Percentages take the article: el veinte por ciento. And the fractions: la mitad, un tercio, un cuarto.
